Competition Rules

General

FINA Rules apply except where noted. The complete FINA Rules are attached at bottom of this page. 

NOTE: In case of any dispute concerning the rules a final ruling will be made by the Competition Committee (consisting of David Hart, Chairman of the Competition; Ian Cummings, Ottawa Titans Competition Director on the Board of Directors; and Referee-in-Chief selected from the active Referee List for the Tournament).

Modifications to FINA rules applied for Ottawa Titans International Water Polo Festival 2010

  • Games will be of 7 minutes stop-time duration
  • 1 time-out limit in preliminary round (2 time-outs limit during medal round) Referees please as a 'courtesy' remind the Teams before the game.
  • Method for calling Time outs will be provided to you before the start of the Competition.
  • 2 minutes maximum for all intervals including half-time
  • No extra time (overtime) except for Medal Round (it means ties are permitted during the regular round)
  • Referees will flip a coin to determine choice of ends
  • Swim offs will be made with players starting from the 2m line
  • Ball Drop on the swim off will be at the side of the pool
  • For Event #1 Jan 27-31, 2010 Marie Claude Deslieres will be the acting Referee in Chief
  • For Event #2 February 4-7, 2010 Gaetan Turcotte will be the acting Referee in Chief

Special Comments on the Rules

  • In the case of unforeseen reason the game has to be stopped and if this game cannot be completed - the score at the time of the stoppage will be used to determine the result.  A decision by the Competition Committee will be final on this point.
  • Referee Assignments for all games have been made in advance and are available on the schedule
  • All game times and locations listed on the Website are correct and teams must be sure to abide by the starting times for all aspects of the competition including Game Presentations.
  • There will be no over-time games permitted during the round-robin portion of the competition. Over-time will be used in the medal round only - according to the FINA 2009-2013 rule WP 11.3 (see attached) with the following adjustment. Instead of 5 minute rest following the end of the 4th quarter we will allow 2 minutes rest.
  • Tie-breaking rules at the end of the Preliminary Round will be made according to the following FINA rules:
BL 8.6.3.1

If two (2) teams shall have equal points, further classification shall be established as follows:

BL 8.6.3.1.1

The team winning the game between the two (2) teams shall be placed higher.

BL 8.6.3.1.2

If the game between the two (2) teams resulted in a tie, a further classification shall be established based on their results against the other teams including tied teams in order of their ranking; first based upon goal difference, and next, based upon goals scored. The comparison shall be made first, compared to the highest team or tied teams, and then, if still tied to the next highest team, and so on.

BL 8.6.3.1.3

If they are still tied, the tie shall be resolved by each team shooting five penalty shots at its opponent’s goal in alternate succession. The first team shall take its first penalty shot and then the other team shall take its first penalty shot, etc. If a tie shall exist after that procedure, each team shall then take alternate shots until one team scores and the other misses. Different members of the team must shoot each shot. The procedure shall be conducted following the final game of that round or at the first practical opportunity.

BL 8.6.3.2

If three (3) or more teams shall have equal points, further classification shall be established as follows:


BL 8.6.3.2.1

Any time during the application of this BL 8.6.3.2, when the number of the then tied teams is reduced to two BL 8.6.3.1.1, BL 8.6.3.1.2 and BL 8.6.3.1.3 shall be followed.

BL 8.6.3.2.2

The results among the tied teams shall determine the placings. The comparison shall be made upon first, the points of the games among them, next, the goal difference, and next, based upon goals scored.

BL 8.6.3.2.3

If more than two (2) teams are then still tied, a further classification shall be established based on their results against the other teams including tied teams in order of their ranking; first, based upon goal difference, and next, based upon goals scored. The comparison shall be made first, compared to the highest team or tied teams, and then, if still tied, to the next highest team or tied teams, and so on.

BL 8.6.3.2.4
